About IDFR

IDFR is led by Professor Ky Luu, who previously served as the Director of the Office of U.S. Foreign Disaster Assistance (OFDA), where he led the U.S. Government office responsible for providing humanitarian assistance in response to international crises and disasters. 

Prof. Luu leads a team of multidisciplinary researchers and practitioners with extensive engagement in humanitarian assistance research, humanitarian affairs, and leadership. IDFR’s mission is to strengthen the capacities of people and systems in countries where humanitarian and development outcomes are affected by conflict, fragility, violence, and risk. 

Disaster Resilience Leadership (DRL)

The DRL Network spans 39 countries across Africa, South and Southeast Asia, and the Caribbean; includes the establishment of Disaster Resilience Graduate-Level programming in 5 countries; and, is composed of a network of over 500 international members from diverse backgrounds and fields.

Young Disaster Resilience Leaders (yDRL)

 program to protect and empower young people in conflict and fragile settings in partnership with UNICEF and the Bill & Melinda Gates Foundation works with local communities to develop a multi-faceted adolescent and youth protection and empowerment program attached to existing institutions.

Planning for Resilient Communities Executive Leadership Training

 program to strengthen the capacity of practitioners in the Gulf of Mexico region and to engage with community stakeholders to resource and implement plans for resilience building activities that ensure sustainable livelihoods and protects the regions’ invaluable natural resources.

Program to Enhance Resilience in Somalia (PROGRESS)

Funded by USAID, aims to increase the resilience of 16,000 Somali households (around 96,000 individual beneficiaries) to recurrent shocks in the Afgooye district of Lower Shabelle region, Baidoa district of the Bay region, and Belet Hawa district of the Gedo region in Southern Somalia.
